The Restraint Reduction Partners Programme offers organisations who are committed to reducing their use of restrictive practices an opportunity to undertake an ongoing development programme focused on culture change and improving practice.Â
The programme builds on 10 years of organisational consultancy in reducing restrictive practices. We know that a systemic, whole-organisation approach with an engaged senior leadership team offers the best opportunity.

Why it’s neededÂ
Culture change is achieved through a whole-organisation approach; a single isolated activity will only have limited and short-lived impact. Sustainable systems change and meaningful improvements in practice require commitment from senior leadership and active implementation led by practice leaders across services.Â
By providing organisations with an informed, independent critical friend, the Restraint Reduction Partners Programme creates the conditions to embed, maintain, and build on positive change, supporting lasting impact and continuous improvement.Â
What it is
The programme supports organisations through a facilitated theory of change and implementation process to maintain a strong focus on agreed outcomes that improve the quality of life for the people they serve. It offers two distinct pathways, each designed to drive culture change and enhance practice, with robust data measurement and transparent reporting to demonstrate impact.Â
Grounded in the Six Core Strategies framework, the programme offers organisations the opportunity to partner with RRN over a three-year period. Both pathways feature the Senior Leadership Programme and incorporate use of the RRN’s new Relational Reducing Restrictive Practices Audit tool. Together, we focus on implementing and embedding the Six Core Strategies in ways that feel supportive rather than punitive; recognising that the ‘how’ is just as important as the ‘what’ in achieving meaningful and lasting change. Â
Becoming a Restraint Reduction Partner
There are two pathways to becoming a Restraint Reduction Partner:Â
- Via the RRN Senior Leaders ProgrammeÂ
- Via the Relational Reducing Restrictive Practices Audit Â
Both are key components of the Restraint Reduction Partners Programme, but it is up to organisations to decide whether they feel the audit or the Senior Leaders programme would be the most appropriate first step. We are happy to discuss these options with you.Â
Organisational eligibility to Restraint Reduction Partner is not linked to current organisational practice and does not form any kind of endorsement by Restraint Reduction Network; rather, it demonstrates a commitment to work together towards continuous improvement in reducing restrictive practices. Â

RRN Senior Leaders Programme
ExpandLeadership is the most significant aspect of the Six Core Strategies – change cannot be meaningfully embedded without leadership at the senior and practice level.Â
The RRN Senior Leaders Programme is designed specifically for senior management and leadership. The programme supports leaders to think strategically about how to implement the Six Core Strategies of restraint reduction across their organisation.Â
Leaders will be helped to:Â
- articulate their goals for restraint reduction;Â
- understand the conditions needed for restraint reduction to be implemented; and Â
- understand the actions required to monitor, sustain and continuously improve practice.
Who it’s for
Senior managers and leaders within organisations seeking to fully implement a whole organisational restraint reduction strategy. Â
What’s involved Â
Over the course of one year, delegates will participate in four half-day facilitated sessions. Between these sessions, delegates will undertake workplace activities using coproduced improvement tools and use the Relational Reducing Restrictive Practice Audit Tool to map their current situation.Â
Delegates will develop and work through an action plan ensuring they have the correct policies, workforce development plans and monitoring systems in place, and can establish a preventative rights-based culture and relational working practices within their organisation.Â
The programme will culminate with a report and recommendations, presenting the option of the organisation moving on to become a Restraint Reduction Partner. Â
Who leads the programme
The programme is led by two senior organisational development facilitators and will support senior leadership teams to understand and work towards their restraint reduction goals. Â

Relational Reducing Restrictive Practice Audit Tool
ExpandThe Six Core Strategies form the basis of RRN’s approach to restraint reduction. All six are needed to meaningfully and sustainably reduce the use of restrictive practices, and how these are implemented is key to the success of any organisation’s restraint reduction programme. Â
The RRN’s new Relational Reducing Restrictive Practice Audit Tool looks at both if and how an organisation has implemented the Six Core Strategies. Â
The tool is a central component of the Restraint Reduction Partners Programme and helps inform a bespoke reducing restrictive practices action plan tailored to the organisation’s unique situation. The audit provides an important step on an organisational journey to implement and embed culture change. Â
Conducting the auditÂ
Organisations can commission the RRN to carry out the audit, which is then jointly facilitated by a team from the organisation, along with two members of the RRN team: one person with lived experience and one professional with experience of the setting. The senior leadership team is fully engaged and part of the audit process. Â
The audit process is most effective when a shared vision and common outcomes are established. It works best when approached as a collaborative partnership, with the audit conducted side by side.Â
The organisational team will receive training on how to use the audit, and data will be collected through desktop review and interviews with staff, people supported by the service and their families. The findings are reviewed and a report with recommendations is produced by the RRN. This will be shared in a feedback session to the senior leadership team.Â
Acting on the auditÂ
After this, the commissioning organisation can choose to implement the recommendations themselves, or enter into the Restraint Reduction Partner Programme with the RRN supporting them through implementation.Â
