Top Priority 1
ESCS will use senior leadership and governance arrangements to promote restraint reduction across all services. Senior management will set clear expectations that physical intervention is only used where it is lawful, necessary, proportionate and as a last resort, in accordance with the Human Rights Act 1998 and the rights of every person in our care. Restraint reduction will be reviewed as part of the organisation’s annual governance arrangements.
Measure of Success
Success will be demonstrated through a consistent, documented annual governance review of restraint reduction practice, with clear evidence that findings are acted upon. Success looks like: incident trends showing a reduction or stabilisation in the use of physical intervention over time; staff consistently demonstrating knowledge of least restrictive expectations; complaints and safeguarding themes being used to drive practice improvements; and governance records showing closed actions and updated procedures. The annual RRN pledge review, recorded on the governance board, will provide the primary evidence trail.
Top Priority 2
ESCS will record and review physical interventions, incidents, injuries, near misses and significant risks to identify themes, reduce recurrence and improve operational practice.
Measure of Success
Success will be demonstrated through complete, timely and consistently reviewed incident and restraint records, with evidence that data is being used to change practice. Success looks like: every physical intervention reviewed and a lesson learnt identified; incident trends being interrogated using the digital platform and AI-assisted analysis to identify patterns early; in compliance and governance logs. Annual governance review will confirm that data is driving meaningful improvement rather than being recorded and filed.
Top Priority 3
ESCS will ensure operational staff receive appropriate training in prevention, de-escalation, trauma-informed care, safeguarding, human rights, communication and safe physical intervention where required.
Measure of Success
Success will be demonstrated through full training compliance across all operational staff, with evidence that training is effective and translating into practice. Success looks like: all staff current in BILD ACT-accredited physical intervention and mandatory training; weekly Champion sessions maintained and attendance recorded; T04C evaluation feedback showing staff feel confident and competent to apply preventative and de-escalation approaches; report reviews and feedback; and incident data showing that staff are applying the skills and therapeutic approaches taught, including ETOC and TOES principles, in live operational situations.
